The results of the production facility lease auction at the ALTOP Industrial Park in Daugavpils have been approved

On 23 April, the Daugavpils City Municipality approved the results of the production facility lease auction at the ALTOP Industrial Park (Eastern Latvia Smart Technology and Research Centre), marking another step forward in strengthening regional development.

In the near future, Daugavpils City Municipality will conclude lease agreements with SIA “Endline” and SIA “MAGISTR”, both of which plan to expand their production capacity and develop new products in the Latgale region.


Modern Infrastructure for Business Growth

During the auction held on 20 April, three newly built production facilities with supporting infrastructure were offered in Lociki, Lidostas Street 4. These facilities are part of the ALTOP Industrial Park – one of the most modern industrial development areas in Eastern Latvia.

The total building area exceeds 11,000 m² and is divided into three separate lease units:

  • Unit 1 – 3,833 m²
  • Unit 2 – 3,485.8 m²
  • Unit 3 – 3,841.2 m²

All units are designed for industrial production, with lease terms ranging from 15 to 30 years.

According to the auction results:

  • SIA “Endline” will lease Unit 1 for 30 years
  • SIA “MAGISTR” will lease Unit 3 for 15 years

Investment and Innovation in Latgale

Both companies represent export-oriented and growth-driven manufacturing sectors.

Mihails Valovs, Board Member of SIA “Endline”, noted:
“We manufacture equipment for the food industry and export it to European countries. The premises offered by the municipality are of high quality and competitively priced, which is why we are ready to operate and develop our production here.”

Tatjana Dovorecka, Chairwoman of the Board of SIA “MAGISTR”, emphasized the company’s development plans:
“We already operate two production facilities in Daugavpils and Rēzekne, and the new facility will allow us to develop a new and innovative product.”

The auction results confirm the growing interest in Latgale as a location for high value-added manufacturing and smart technologies.


Latgale – Increasingly Attractive for Investors

The Latgale region is gradually emerging as a new industrial and technological hub in Latvia. Companies operating in the ALTOP Industrial Park will also have access to support provided by the Latgale Special Economic Zone (Latgale SEZ), including:

  • up to 80% Corporate Income Tax relief
  • up to 100% Real Estate Tax relief
  • support for investments in tangible and intangible assets

The combination of modern industrial infrastructure and SEZ incentives strengthens the region’s competitiveness and attractiveness for both local and international investors.


Long-term Impact on Regional Development

Attracting investors and developing new manufacturing projects are key drivers of economic growth in Latgale. Investments in the ALTOP Industrial Park will contribute to job creation, export growth, and the development of innovation in the region.

Chairman of the Daugavpils City Municipality, Andrejs Elksniņš, emphasized:
“Creating new jobs for residents of Daugavpils and the wider region is our priority. Despite the geopolitical challenges in the border area, attracting investors remains essential, as they generate added value and drive regional development.”


About ALTOP Industrial Park

The ALTOP Industrial Park (Eastern Latvia Smart Technology and Research Centre) is one of the most ambitious recent development projects in the Latgale region, implemented by Daugavpils City Municipality in cooperation with Augšdaugava Municipality.

The park is designed for companies with high innovation potential and aims to create a modern, competitive business environment that attracts both local and international investors.

As part of the project:

  • an energy-efficient A-class building with more than 11,000 m² has been developed
  • facilities can accommodate up to 150 employees
  • modular spaces allow adaptation for various production and R&D processes
  • the building includes LED lighting, solar panel installation potential, and electric vehicle charging infrastructure

The total eligible project cost exceeds EUR 18 million, with the majority financed by the European Union Recovery and Resilience Facility.

The ALTOP Industrial Park is intended for companies operating in RIS3 smart specialisation areas, including:

  • photonics and smart materials
  • engineering systems and technologies
  • smart energy and mobility
  • information and communication technologies
  • knowledge-intensive bioeconomy, biomedicine, medical technologies, and pharmaceuticals
