The Daugavpils City Municipality is implementing one of the largest industrial development projects in Latgale – ALTOP (Eastern Latvia Smart Technology and Research Centre).
At the end of 2025, construction works were completed and a modern, energy-efficient production building meeting international business standards was commissioned. The facility offers high-quality premises and advantageous logistics accessibility.
The Municipality now invites entrepreneurs to apply for the lease rights auction, which will take place on 20 April 2026.
Applications may be submitted until 7 April 2026.
Facilities Offered for Lease
Three newly built production units with adjacent infrastructure and land plots are available at:

The total production area covers 3 hectares, with the potential to expand light industrial development up to 56 hectares.
The A-class energy-efficient building (total area: 11,160 m²) is divided into three independent blocks, each auctioned separately:

Each unit includes production space and administrative office areas and is intended for industrial manufacturing. Lease terms range from 15 to 30 years.

As part of the industrial park development, the surrounding area has been improved and, in cooperation with Augšdaugava Municipality, the access roads “Lociki–Lidlauks” and “Lidostas Street” have been reconstructed, ensuring connectivity to Latvia’s main national highways A6, A13 and A14.

Eligibility Criteria
The auction is open to private companies without state or municipal ownership that meet the established criteria. Applicants must:

Operate in Smart Specialisation (RIS3) sectors

Produce innovative or high value-added products

Provide salaries above the regional average in Latgale

Demonstrate financial capacity (minimum annual turnover of EUR 1 million)
To broaden participation, the auction rules have been updated to allow companies to confirm financial capacity including 2026 performance indicators.
Additional evaluation criteria include planned investments in research and development, export orientation, and environmental compliance.

Tenants of ALTOP Industrial Park may also qualify for Latgale SEZ support, including:

The Eastern Latvia Smart Technology and Research Centre (ALTOP) is one of the most ambitious new development projects in the Latgale region, implemented by Daugavpils City Municipality in cooperation with Augšdaugava Municipality.
