The Daugavpils City Municipality is implementing the construction of the largest industrial park in Latgale – ALTOP (Eastern Latvia Smart Technology and Research Centre). Once completed, it will become one of the largest industrial parks in Latvia, focused on the development of smart technologies.
The Municipality of Daugavpils now invites entrepreneurs to apply for the auction of lease rights for industrial premises, which will take place on 22 October 2025. Three newly constructed production building sections with adjacent infrastructure and land plots at Lociki, Lidostas Street 4, will be offered for lease. These facilities form part of the emerging ALTOP Industrial Park – the Eastern Latvia Smart Technology and Research Centre.
The total building area exceeds 11,000 m², divided into three independent lease objects (blocks), each auctioned separately:

Object 1 – 3,815.9 m²

Object 2 – 3,469.6 m²

Object 3 – 3,821.9 m²
All premises are designated for industrial production and will be leased for a term of 15 to 30 years.
To provide potential tenants and media representatives with an opportunity to get acquainted with the premises and infrastructure, the Municipality of Daugavpils invites interested parties to an Information Day on 9 September 2025 at the ALTOP Industrial Park. Participants will learn more about the development of Latgale’s largest industrial park and receive up-to-date information about the lease rights auction.

The lease rights auction will take place in person on 22 October 2025 at the Daugavpils Municipality Conference Hall (K. Valdemāra Street 1). Each object will be auctioned separately at the following times:

14:30 – Object 2

15:00 – Object 3
The starting price is EUR 1.03 per m² per month (excluding VAT), with a bidding increment of EUR 0.05. To participate, applicants must pay a EUR 100 participation fee and a EUR 5,000 security deposit.
Participation is open only to private companies without state or municipal ownership that meet the following criteria:

operate in smart specialisation sectors,
-
produce innovative or high value-added products,
-
ensure salaries above the Latgale regional average,
-
demonstrate adequate financial performance (minimum annual turnover of EUR 1 million).
Applicants’ commitment to research, exports, and environmental compliance will also be assessed.
This auction is held within the framework of the European Union Recovery Fund–financed project “Establishment of the ALTOP Industrial Park of the Eastern Latvia Smart Technology and Research Centre” (No. 3.1.1.3.i.0/1/23/A/CFLA/007). Participants must commit to job creation and investments within specified deadlines:

Leasing one object: at least 41 new jobs by 31 July 2026 and a minimum of EUR 9.18 million in investments by the end of 2028.

Leasing two or all three objects: at least 82 new jobs and EUR 18.36 million in investments.
To secure these commitments, applicants must provide a bank or insurance guarantee equal to 10% of the planned investment amount.
